1. The matter of sponsorship; that these public sector parasites expect business who deal with them to give them payola, and in this way redress the imbalance in the distribution of resources.  They take it upon themselves to 'redistribute' the benefits of our society to themselves.
   
2. Because this rebalancing of the distribution of resources of our society is an ongoing process for these parasites, these public servants need to 'network' with other like minded parasites in other sections of the public sector.  At this conference they can conspire between themselves, in private without any prying eyes or ears, and so form their network of contacts enabling them to conspire to defraud the 'them' [that is us, the community- the non public servants] as compared to the 'US' of public sector parasites.
3. They also have auditors and police investigators advising them of the pitfalls to avoid when ever they are involved in fraud, or the cover-up of the fraud of others; so to form a sense of 'public sector solidarity'.
